The Quebec Investor Program is for experienced investors who have significant assets and personal net worth which they wish to invest in the province of Quebec. In order to apply to the Quebec Investor Program, applicants must have net assets totaling at least $2 million CAD and the ability to invest at least $1,200,000 CAD with a Quebec financial intermediary.

- Intend to settle in Québec.

- Have a minimum net worth.
You must have a net worth of at least CDN$2,000,000. You can share this net worth with your spouse or common-law partner who is accompanying you to Québec. You must be able to demonstrate the legal origin and accumulation of your net worth.

- If you have received grants less than six months prior to submitting your application, they cannot be included in your net worth.

- Have management experience. You must have at least two years of management experience. This experience must have been acquired within the five years preceding the submission of your application

- Make a five-year term investment

- You must make a five-year term investment of CDN$1,200,000. The investment must be made with IQ Immigrants Investisseurs inc. The investment is guaranteed by the Gouvernement du Québec.

- At the end of your investment, your financial intermediary will reimburse you the amount of CDN$1,200,000 without interest, within 30 days. The amount repaid may vary, however, if you have opted to finance your investment.

- The income generated by your investment is used to subsidize two Québec business assistance programs.

The Quebec Entrepreneur Program is an immigration pathway targeting immigrant entrepreneurs with the ability to establish a new business or acquire and operate an existing business. Successful applicants can immigrate to Quebec to carry out their business project. As with all of Quebec’s immigration pathways this program allows applicants to apply for a certificat de sélection du Québec (CSQ – Québec selection certificate). Upon receiving a CSQ, an applicant becomes eligible to submit an official application for Canadian permanent residence.
Requirements
A ) Stream one
Start or operate an innovative business
You must settle in Quebec to start and operate an innovative business. You must have obtained a service offer from a business accelerator, a business incubator, or a university entrepreneurship centre.
- Business accelerator: An organization with an establishment in Quebec that offers support services, particularly assistance seeking financing, to entrepreneurs whose projects aim to grow innovative businesses.
- Business incubator: An organization with an establishment in Quebec that offers support services to entrepreneurs who seek to create innovative businesses.
- University entrepreneurship centre: An organization administered by a university institution at the university level that provides coaching services to entrepreneurs.
The Service offer must include:
- The proposed support plan
- The operational plan
- A description of the support organization’s expertise

Obtain an attestation of learning about democratic values and Quebec values.
B) Stream Two
Start a new business or acquire an existing one
To immigrate to Québec as an entrepreneur to start or acquire a business and be eligible for the entrepreneur program, you must mee the following requirements: have net assets of at least C$300,000 that have been legally obtained
- Settle in Quebec
- Have a minimum net worth
- You must have a net worth of at least CDN$900,000.
- Submit your business project in the form of a business plan
- Own and control a portion of the equity in the business
- If you choose to start a business, you must own and control at least 25% of the equity in the business.
- If you choose to acquire a business, you must own and control at least 51% of the equity in the business.
- Manage the business
- Obtain enough points
- Obtain an attestation of learning about democratic values and Quebec values.
Other factors that will be considered:
- your age
- the nature and duration of your training
- your language skills
- your personal qualities and your knowledge of Québec.
- the steps taken to acquire a business in Québec or your ability to carry out a business project.

All those applying to the Federal Self-Employed Program must intend to settle in any Canadian province or territory except for Quebec, who has its own self-employed immigration program.
To be eligible, you must
- Intend and be able to be self-employed in Canada.
- Meet the selection criteria including experience, education, age, language abilities, and adaptability.
- Meet medical, criminal and other conditions.
- Have at least two years of relevant experience during the last 5 years for :

You must have a net worth of at least CDN$100,000. You can share this net worth with your spouse or common-law partner who is accompanying you to Québec. You must be able to demonstrate the legal origin and accumulation of your net worth.
- Have the required professional experience
You must have at least two years of self-employment experience in the profession or trade you intend to practise in Québec.
- Make a start-up deposit
You will need to make a start-up deposit with a financial institution located in the area where you plan to practise your trade or profession:
–Outside the Communauté métropolitaine de Montréal (CMM), the start-up deposit is CDN$25,000.
–On the territory of the CMM, the start-up deposit is CDN$50,000.
- You will need to make the deposit after you receive the letter that confirms the opening of your file.
- Obtain an attestation of learning about democratic values and Québec values.
- Obtain enough points in the selection grid.
Your application is reviewed according to the program’s selection conditions, including the program’s selection grid This hyperlink will open in a new window. You are awarded points for each factor and criterion on the grid. You must obtain 63 out of 107 points on the grid to meet the cut-off for factors and criteria that have an elimination threshold.
To obtain more points, you may include your spouse who is accompanying you in your application. In this case, the minimum score is 70 out of 120 points.
- Obtain the legal right to practise if you are self-employed in a regulated profession.
