QUEBEC SKILLED WORKER

The Regular Skilled Worker Program (RSWP) is for you if you wish to immigrate to Québec permanently to work.

For this program, you must declare your interest in immigrating to Québec to work. If your profile matches the criteria needed in Québec, you will receive an invitation to apply for permanent selection.

Invitation criteria and their score

The invitations are sent according to one or more criteria:

• knowledge of French;
• combined knowledge of French and English;
• age;
• length of professional experience;
• level of education.

• workforce diagnosis. This can be combined with the length of experience in the profession practised;
• field of training;
• Québec diploma;
• length of professional experience in Québec;
• length of professional experience in the rest of Canada;
• validated job offer This can be combined with the place of employment, depending on whether it is located inside or outside the territory of the Communauté métropolitaine de Montréal. 

Criteria related to the spouse or de facto spouse (if applicable):

• knowledge of French;
• level of education.
• Québec diploma;

Other criteria

Certain invitations can also be sent based on criteria such as:

• the destination region in Québec;
• Profession practised.

The Programme de l’expérience québécoise (PEQ – Québec experience program) is for you if you are a foreign student who is a Québec graduate or a temporary foreign worker. It allows you to obtain a Québec selection certificate to settle in Québec permanently.

You may apply if you meet all the program’s conditions.

Temporary foreign workers

• you have respected the conditions of your stay;
• you intend to settle in Québec to hold a job;
• you are 18 years of age or older;
• you have knowledge of oral French equivalent to Level 7 on the Échelle québécoise des niveaux de compétence en français des personnes immigrantes adultes (PDF 1.88 Mb) (in French);
• you are legally in Québec at the time of application;
• you are financially self-sufficient.
• Your de facto spouse or spouse who is accompanying you must have knowledge of oral French equivalent to Level 4.

To be eligible for the Programme de l’expérience québécoise (PEQ – Québec experience program), the jobs which you have held must:

• correspond to a profession at level 0, A or B of the National Occupational Classification ;
• have been performed legally.
• have been full time (minimum of 30 hours of paid work a week);
• have been paid.
• To be eligible, you must also have a job that meets these criteria at the time you apply and for at least 24 of the 36 months before you submit your application.

Quebec graduates

• you have respected the conditions of your stay;
• you intend to settle in Québec to hold a job;
• you are 18 years of age or older;
• you have knowledge of oral French equivalent to Level 7 on the Échelle québécoise des niveaux de compétence en français des personnes immigrantes adultes (PDF 1.88 Mb) (in French);
• you are legally in Québec at the time of application;
• you are financially self-sufficient.
• Your de facto spouse or spouse who is accompanying you must have knowledge of oral French equivalent to Level 4.

Conditions of the graduate stream

  Have obtained an eligible diploma

• Bachelor’s degree (university undergraduate)
• Master’s degree (including an MBA)
• Ph.D.
• Diploma of college studies, technical training (DCS)
• Diploma of vocational studies (DVS) attesting to 1,800 hours or more of study
• Diploma of vocational studies (DVS) followed by an Attestation of vocational specialization (AVS) of 1,800 hours or more of continuing education leading to a given trade.

Have obtained eligible work experience in Québec following your study program.

Have stayed in Québec for at least half the duration of your study program.

This pilot program allows you to settle in Québec permanently if you are a temporary foreign worker in Québec’s food processing sector.

This pilot program has come into effect on March 24, 2021, and will close on January 1, 2026.

If you meet the program’s conditions, you can submit an application for permanent selection and obtain a Certificat de sélection du Québec (CSQ). Among other requirements, you must:

• be proficient in spoken French
• have work experience in Québec in an eligible job and sector
• hold an eligible job in an eligible sector in Québec at the time of submission of your application

This pilot program has come into effect on March 31, 2021, and will close on January 1, 2026.

If you meet the program’s conditions, you can submit an application for permanent selection and obtain a Certificat de sélection du Québec (CSQ). Among other requirements, you must:

• be proficient in spoken French
• have work experience as an orderly in Québec
• hold a job as an orderly in Québec when submitting your application
